Strongest Haki Users in ONE PIECE, Ranked

Most Haki rankings are character rankings wearing a different hat. This one ranks the Haki itself — four separate lists, a published demonstration behind every placement, and a visible confidence rating on each entry. Current through chapter 1194.

Quick answer

By demonstrated breadth, Luffy has the most complete documented Haki package. That does not mean his raw Haki exceeds Roger or Shanks in every category.

We call that ranking the Most Complete Demonstrated Haki Package, and the long name is the point: it measures how completely a character's Haki has been shown, not how much of it they have.

That sentence is the whole article in miniature, so it is worth being slow about it. Luffy is the only character in the series with all four of the applications we count on the record — emission and internal destruction in Armament, Future Vision in Observation, and Conqueror's infusion. Nobody else has a counted application in all three branches. Kaido says in his own words that he can see the future, but he is never shown using it, and a statement of possession is not counted. Roger has no future sight on record. Rayleigh's counted record sits entirely in Armament. None of that says one technique outranks another. It says how much of each character's Haki the story has actually shown.

That is a completeness ranking, not an output ranking. If you want the single heaviest Conqueror's Haki in the series, the honest answer is a tie between Roger and Rocks, because chapter 1165 shows their Haki meeting and cancelling — which is better evidence than almost any comparison in the fandom, and still only proves parity at that clash.

And if you want the widest documented Armament record, it is a tie between Rayleigh and Luffy, the only two characters with both emission and internal destruction on record.

Chapters 1192, 1193 and 1194 are the three chapters here we read directly from the official Japanese release; everything earlier is chapter-referenced, and the tags below say which is which. How this list is built

Most rankings with this title are character rankings wearing a different hat. Mihawk appears near the top because Mihawk is strong, not because anything specific about his Haki has been shown. We wanted to see what happens if you refuse to do that.

So every placement here has to clear a published demonstration of a specific named application. Not a reputation, not an epithet, not a vibe. And the named applications are not ranked against each other: emission, internal destruction, future sight and infusion are four different records, and the chapters do not put them in a strength order, so neither do we.

Each entry carries an evidence layer and a confidence rating, and both are visible:

  • PRIMARY — MANGA VERIFIED — we read the chapter ourselves, in the official release. In this article that is chapters 1192, 1193 and 1194, and nothing else.
  • FACT — shown or stated on the page. Reserved for panel-verified claims, which here means the same thing as the tier above; nothing in this piece carries it on any weaker basis.
  • CHAPTER-REFERENCED — traced to a specific chapter through published-chapter references rather than a direct panel read. Most of this article sits here, and we would rather say so than inflate it.
  • OFFICIAL SUPPLEMENTARY — databooks, Vivre Cards, SBS, official character pages. Useful, occasionally incomplete, and never used to overrule a chapter.
  • SECONDARY CLASSIFICATION — a chapter-referenced source sorting a character into a category the chapter itself does not name. Recorded and shown, never used as ranking evidence, and never attributable to the author.
  • SCALING-INFERENCE — reasoning from established mechanics to a conclusion the story has not stated. Labelled every time.

Except for chapters 1192, 1193 and 1194, which we verified directly from the official Japanese release, the manga evidence in this piece is chapter-referenced rather than panel-verified: every other locator was traced back to a specific chapter through published-chapter references. Where a claim rests on an inference, we say so in the same sentence rather than in a footnote.

One correction before we start: Ryuo is not internal destruction

This trips up a lot of ranking articles, ours included until we checked it.

Ryuo (流桜) is Wano Country's name for Armament Haki itself, built on the concept of inner flow. It is a vocabulary, not a specific technique. Hyogoro is described on Shueisha's own character page as the master who teaches Luffy the applied Haki technique called Ryuo — and separately, the story treats Luffy's success at destroying something from the inside as an achievement he reaches within that training.

So "trained in Ryuo" and "demonstrated internal destruction" are two different kinds of statement:

  • A name that covers all Armament Haki, basic coating included

Ryuo — what it is not

  • A synonym for internal destruction
  • A separate fourth branch of Haki
  • Automatically advanced because it is the Wano word
  • A reason to rank a Wano-trained fighter above an emission user

Calling a character an "advanced Armament user because they use Ryuo" turns a vocabulary into a technique. We keep them apart, and it changes the Armament ranking considerably.

1. Most Complete Demonstrated Haki Package

The name of this ranking is doing real work, so we are not going to shorten it anywhere in the article. It is not a "strongest Haki" ranking. It measures evidence coverage — how much of a character's Haki has a published demonstration behind it — and nothing here should be read as a claim that the character at the top out-produces the characters below in any single branch.

How it is ordered. We count four named applications, one point each, with no weighting between them: emission and internal destruction in Armament, Future Vision in Observation, and Conqueror's infusion. A demonstration counts at CHAPTER-REFERENCED or better; the emission roster counts as published, although most of its entries are recorded here without a chapter locator. Shown but not counted: a SECONDARY CLASSIFICATION, and a character's statement that they have an ability without a scene of it in use. Possession, basic coating and general sensing are not counted, because the source does not gate them with a roster. Characters are ordered by:

  1. Breadth — how many of the three branches have at least one counted application.
  2. Applications — how many of the four counted applications are on record.
  3. Equal on both — a shared place. A tie breaks only where the tied characters' Haki meets directly on the page with a result; otherwise it stands.

The quality of each demonstration and any direct clash with another top-level user are recorded in each entry and in its confidence rating. They do not move a character past someone with wider coverage.

The seven characters at 2= are listed alphabetically; the table does not order them. Where characters in that group meet directly on the page — Roger and Whitebeard in chapter 966 is the clearest case — the clash has no winner, so the tie stands.

The other characters with one counted application share 10th with Rocks: Katakuri (Future Vision); Loki, Yamato and Zoro (infusion, Zoro still marked unsettled); and the emission-only names — Sentomaru, Boa Marigold, Kuzan, Sakazuki, Borsalino, Hyogoro, Kawamatsu, Oden, Koby and Doll.

A coverage matrix of eleven characters — ten placed, plus Imu — against four counted applications: emission, internal destruction, future sight and Conqueror's infusion, with one column for branches covered and applications counted. Luffy, first, has all four across three branches. 1. Monkey D. Luffy — CHAPTER-REFERENCED · Confidence: High. The only character with a counted application in all three branches, and the only one with all four. Internal destruction, practised on a tree during Wano training and used in combat. Emission, used to counter Kaido's flame-form when the Emperor made himself untouchable. Future Vision, acquired over the Katakuri fight (around ch. 894). Conqueror's infusion, learned mid-fight against Kaido after being hit by it. Whether his output in any single branch is the greatest in the series is a separate question — and mostly, it is not.

2= Charlotte Linlin — CHAPTER-REFERENCED · Confidence: Medium. On the emission roster, and an infused punch that downs Page One (ch. 1011).

2= Edward Newgate — CHAPTER-REFERENCED · Confidence: Medium. Emission — he bisects Saint Maffey, a Knight of God, in passing (ch. 1161) — and Conqueror's infusion, in the clash with Roger where the weapons never touch (ch. 966). That clash is a direct meeting with another tied entry, but it has no winner on the page, so it does not break the tie.

2= Gol D. Roger — CHAPTER-REFERENCED · Confidence: High. Emission, Conqueror's infusion, and the clearest in-story statement of Armament's function anyone has given: he tells Garp in chapter 1165 that Armament Haki can counteract Devil Fruit powers. His Conqueror's Haki also meets Rocks' directly and cancels (ch. 1165) — the strongest single clash on this page. No future sight or internal destruction is on record for him.

2= Kaido — CHAPTER-REFERENCED · Confidence: High. Emission, sustaining an untouchable flame-form as a counter-strategy, and Conqueror's infusion into Hassaikai against Luffy (ch. 1010). He also says in his own words that Luffy is not the only one who can see the future (ch. 1042 — read directly for our future sight users piece). That establishes that he has the ability, but no scene shows him using it, so it is not counted. If one does, he covers all three branches.

2= Monkey D. Garp — CHAPTER-REFERENCED · Confidence: Med-High. He has no Devil Fruit, so everything he fights with is Haki. Emission and infusion are both on record, and he is also the source of a mechanic nobody had before 2026: in chapter 1165 he confirms that Conqueror's infusion can raise defence, not only boost attack power. We ranked his own attacks separately in Garp's Strongest Attack: Galaxy Impact vs Infinitum Explosion.

2= Scopper Gaban — CHAPTER-REFERENCED · Confidence: Medium. Two counted demonstrations. Future Vision: in chapter 1149 he is shown a future and then drops his weapon and surrenders — counted, though our future sight users piece keeps open how fully the chapter frames that vision as his, which is why the confidence stays at Medium. And a named Conqueror's technique, Kamudo (ch. 1190), heavy enough that Imu has to block it with the Axe of Xingtian and Honebami Toshiro simultaneously — and it still shears the branch out from under him. Gaban throws it one-armed. He is also the character who explains the Knights of God's weakness to Conqueror's Haki (ch. 1170), which makes him load-bearing for Strongest God's Knights in ONE PIECE, Ranked.

2= Shanks — CHAPTER-REFERENCED · Confidence: Medium. Divine Departure is the single most conclusive Conqueror's infusion technique in the series, and we broke it down in Shanks' Strongest Attack: Divine Departure (Kamusari) Explained. His Conqueror's pedigree runs back further than most people realise: chapter 1170 has Gaban explaining that the Knights of God kept chasing the Roger Pirates to take Shanks back, and a young Shanks would drive them off with Conqueror's attacks until they gave up. His Future Vision is on the page too: in chapter 1079 he sees a future in which Kid's attack causes heavy damage and acts before it happens (read directly for our future sight users piece). No emission or internal destruction is recorded for him.

9. Silvers Rayleigh — CHAPTER-REFERENCED · Confidence: Med-High. One of only two characters with both emission and internal destruction on record — the widest documented Armament record in the series, shared with Luffy. He also stopped Kizaru at Sabaody and hurt him through a Logia body. But both counted applications sit in one branch. He is the character the story uses to explain what Future Vision is, which is not the same as being shown using it, and his Conqueror's infusion rests on a secondary classification rather than a named panel, so it is shown on the table and not counted. One branch places him ninth on a breadth count. It is not a statement about the depth of his Haki. See below.

10= Rocks D. Xebec — CHAPTER-REFERENCED · Confidence: Med-High. One counted application, and it carries one extraordinary data point: his Conqueror's Haki cancels Roger's outright (ch. 1165). That is why he shares first on the Conqueror's table below. This table counts breadth, and his Armament and Observation records are simply unrecorded; his most spectacular feats — dispatching Kaido and Big Mom in moments (ch. 1164) — happen after Imu's transformation, so they cannot be credited cleanly to Rocks' own Haki.

Not placed — Nerona Imu — CHAPTER-REFERENCED, heavily qualified · Confidence: Low-Med. Imu has confirmed Conqueror's Haki and belongs in this discussion. But possession is not a counted application, and Imu has no published infusion, emission, internal destruction or Future Vision. Imu's Haki-specific record is much thinner than the character's presence implies, and we deal with that separately below.

2. Strongest Conqueror's Haki users

Conqueror's Haki needs two tables, because "has it" and "can infuse with it" are different achievements and most lists merge them.

Table A — possession, confirmed

Roger · Rocks · Shanks · Whitebeard · Kaido · Big Mom · Luffy · Zoro · Yamato · Garp · Gaban · Loki · Harald · Imu · Doflamingo · Chinjao · Katakuri · Rayleigh · Silvers-era Roger Pirates and others. Possession alone is not a ranking — by chapter 1170 the story has established it is at least partly hereditary, with Harald acknowledging Loki has it as his son.

Table B — infusion, demonstrated

This is the table that ranks. Before it, what it is ordered on, because otherwise the order below the tie looks arbitrary:

Ranking metric. Positions are set by demonstrated output and the context it was demonstrated in — what the infusion did, to whom, and under what pressure — with direct clash evidence weighted above one-sided showings, and repeatability weighted above a single instance. Confidence is a separate axis and does not move a character up or down. A high-confidence weak showing still ranks below a medium-confidence decisive one; the confidence column tells you how sure we are of the entry, not how strong the character is.

The twelve ranked above and Rayleigh together are the thirteen characters currently classified by the chapter-referenced source as having demonstrated infusion: Roger, Whitebeard, Kaido, Luffy, Big Mom, Yamato, Zoro, Rayleigh, Shanks, Garp, Gaban, Rocks and Loki. That is a classification, not a manga-confirmed census, and it will move.

Note two absences. Imu is not on it, and neither is Harald — both have confirmed Conqueror's Haki, neither has a classified infusion demonstration. Several rankings have already promoted Imu on this axis.

And the entries in that classification are not all equally strong. Zoro's rests on a specific attack in a specific chapter that the source links directly to infusion, backed by an in-story naming two arcs later, so it is ranked. Rayleigh's rests on the classification alone, with no demonstration on the page to set a position by — and a secondary classification is never used as ranking evidence on this page. So his entry is recorded under the table rather than ranked on it.

#1 (tie) — Roger / Rocks — strongest directly evidenced parity.

Roger and Rocks share first place on a specific basis: their Haki directly cancels in chapter 1165. That is stronger evidence of parity than most cross-character scaling in the fandom, because nothing is being chained through a third party — the two quantities meet and neutralise. It does not prove identical range, identical control, or identical lifetime ceiling, and we are not claiming it does. It proves they were equal at that clash. Note too that Rocks was demon-amplified by Imu at the time, which cuts in both directions and is a reason to hold the tie rather than break it.

On Zoro. His entry is at eleven and marked unsettled, which needs explaining because it is the most contested line in any Haki ranking.

Zoro's Conqueror's Haki — what the chapters show

The record separates into three stages, and keeping them apart is what makes the entry defensible.

Ch. 1033 — unconscious infusion. Going all-out with Enma, Zoro infuses Supreme King Haki into his swords without knowing he is doing it; Beasts Pirates nearby are knocked out. Ch. 1035 — combat application. The long-range finishing attack on King. Ch. 1152 — explicit possession. Gaban states that Zoro has Supreme King Haki, and Luffy says he has been sensing it off him the whole time.

That third stage is what keeps this out of reader-inference territory. The weak version of this argument is we saw an effect in 1033 and concluded it was Conqueror's infusion — a visual effect on its own does not establish which Haki produced it. The strong version is that a later chapter states the possession outright, and 1033 is then read backwards through it. We are using the strong version.

What the Egghead Vivre Card does is list two Haki types for him rather than three. That makes the supplementary listing incomplete or inconsistent with the chapters — it does not disprove the chapters, and we will not use it that way. The genuinely unsettled part is elsewhere, and the story says it plainly: in chapter 1152 Zoro did not know he had it, and Gaban tells him he needs to be able to control it consciously. A demonstrated infusion he cannot yet reproduce on demand is exactly what a rank of eleven with Low-Med confidence is for.

Chapter 1193 is the closest the story has come to testing it, and it does not settle it. (PRIMARY — MANGA VERIFIED.) Zoro fights Sommers on an explicit condition supplied by Loki: the steel heart has to be pierced by a blade coated in Conqueror's Haki, because ordinary damage will not finish him. Zoro breaks out of Sommers' thorn cage and lands a strike through his torso. Sommers is wounded, conscious and still speaking at the end of the chapter, his heart not shown destroyed, and Zoro's own verdict is that he is still practicing.

What that is not. The chapter puts the requirement on the page and shows Zoro working to it. It does not show the infusion being produced consciously, and it does not show the condition being met. It also does not say which part fell short: whether the coating failed, or whether the heart was not reached. Attempting a technique on instruction is not a demonstration of it. The mechanism itself is in how God's Knight immortality breaks.

Chapter 1194 moves it forward, and still does not settle it. (PRIMARY — MANGA VERIFIED.) Sommers himself says the 1193 strike reached his heart without Conqueror's Haki, and concludes Zoro cannot use it at will — his reading, attributed to him. Zoro then lands one strike, 千八十煩悩鳳, that Sommers identifies as coated — and it hits a ship rather than Sommers. After that Zoro cannot get it back: he rejects hit after hit, and says 「戻らねェ!!」. The chapter ends with Zoro in a three-sword stance, black lightning-like effects drawn around it; no strike is shown and the effect is not named. That is a second demonstration on the record, again not consciously reproduced, which is exactly what the unsettled marking describes. Nothing on this table moves. He stays at eleven, still marked unsettled. Our chapter 1194 report has the fight in full.

What infusion is actually for

Two mechanics have emerged recently that most lists have not caught up with, and both raise the stakes on this table rather than the possession one.

Infusion is what lets you hurt something that cannot be hurt. Conqueror's infusion blocks regeneration in immortal opponents for a short time — Gaban demonstrates it by decapitating an immortal with his axe infused, stopping the healing that would otherwise undo it. That is the mechanical basis under Gaban's advice in chapter 1152 and his explanation to Shanks in chapter 1170, and it is why we ranked the God's Knights the way we did in Strongest God's Knights in ONE PIECE, Ranked: immortality is not an answer to Conqueror's Haki.

A strong enough release can strip a transformation. During the Egghead Incident, the burst of Supreme King Haki that Joy Boy had stored inside Emet reverted the Five Elders present from their transformed forms back to human form and displaced three of them entirely. Imu felt it from Mary Geoise and recognised it as Joy Boy's. The story has not explained the mechanism, and we are not going to pretend it has — but a Haki release that undoes a transformation is a kind of feat that appears nowhere else on this page. On the largest crowd figures. Luffy knocked out 50,000 members of the New Fish-Man Pirates. Per Oda, Shanks or Rayleigh could have knocked out all 100,000 — OFFICIAL SUPPLEMENTARY, and unusually direct for this kind of comparison.

Read it narrowly. It is evidence that Shanks and Rayleigh had greater crowd-knockout capacity than the Fish-Man Island version of Luffy. It is not a statement about raw Conqueror's Haki in general, and it is not a statement about the Luffy of 2026, who has since learned infusion and fought through Wano, Egghead and Elbaf. It is still the cleanest illustration of why our package ranking and an output ranking are not the same list.

On Sanji. He is not on either table. Chapter 1187 establishes that Sanji has the potential to awaken Supreme King Haki, and potential is not possession. Several 2026 lists have already promoted him. We are holding until it happens on the page.

3. Strongest Armament Haki users

Armament is the branch where the evidence gate does the most work, because the published records are unusually specific.

The source documents two named Armament applications, and they are separate records rather than rungs:

  • Emission — seventeen characters on the published roster: Sentomaru, Boa Marigold, Kuzan, Sakazuki, Borsalino, Rayleigh, Hyogoro, Kawamatsu, Luffy, Roger, Whitebeard, Oden, Kaido, Big Mom, Garp, Koby and Doll.
  • Internal destruction — explicitly demonstrated by exactly two characters: Rayleigh and Luffy. (The two demonstrations, side by side.)

How it is ordered. By the number of documented Armament applications on record, each counted once. Two is more coverage than one; it is not a claim that internal destruction beats emission, and the chapters make no such claim. Equal counts share a place, because the emission record does not separate the people on it — a supporting feat with a chapter locator tells you how well we can point to the moment, not whose Armament is greater. Mihawk and anyone credited only through a Black Blade have no documented application, so they are not on the table.

Note who shares that third place — Sentomaru and Koby do, alongside Roger and Whitebeard, and several characters routinely ranked far above them are not on the table at all.

These are two different Rayleigh entries and they carry two different evidence labels. His Conqueror's infusion is recorded as a SECONDARY CLASSIFICATION under the infusion table and not ranked, because no chapter names it. His internal destruction is CHAPTER-REFERENCED, because the chapters do the work. Do not read the weaker label across from one to the other.

On the evidence behind that internal destruction, since the supporting feat changed: the chain is chapter 504, where Rayleigh removes Camie’s exploding collar without setting it off, and chapter 947, where Luffy destroys a collar the same way and the technique is tied back to that moment — with Hyogoro explaining it as sending Haki inside a target and breaking it from within. Rayleigh’s Kizaru showing at Sabaody is a genuine Armament feat, but it belongs on the emission record, not internal destruction, so we no longer use it to support this row.

The shared first place is deliberate, and it is the honest answer. Rayleigh and Luffy are the only two characters with both documented Armament applications on record. That separates them from everyone else on this table by the amount of the record, not by a claim that one application beats the other. It does not separate them from each other.

We looked for grounds to break it and did not find any that hold. Rayleigh demonstrated internal destruction first and is the character the story teaches the concept through; Luffy has used it in combat and also holds the Kaido flame-form emission feat. Those are different records, not a hierarchy. Ranking one above the other would mean inventing a tiebreaker the story has not provided — which is the exact failure mode this article was built to avoid. So: #1 (tie).

And Mihawk is not on this table. This will read as an omission, so here is the methodology in full:

Why Mihawk is not on our Armament table

  • No published demonstration of emission
  • No published demonstration of internal destruction
  • He is absent from the emission roster the other names come from
  • Our gate is a documented application, and none is on record for him

What that does not mean

  • That he is a weak Armament user — we are not claiming that
  • That he cannot do it — only that it has not been published
  • That the Black Blade proves emission or internal destruction — that link is not established in the story
  • That he ranks low as a character — this is a Haki list, not a character list

We are not saying Mihawk is a weak Armament user. Mihawk does not have a published demonstration of emission or internal destruction that would put him on this table. That is a statement about the record, not about him.

The Black Blade deserves the same treatment. It is frequently cited as proof of elite Armament Haki, and the causal link — that turning a blade into a Black Blade requires or demonstrates emission or internal destruction — is not something the story has established. So we do not use it as ranking evidence. If that link is ever made explicit, this table changes, and we will say so in the change log.

4. Strongest Observation Haki users

This is the lowest-confidence section in the article, and it is deliberately grouped rather than ranked.

The reason is structural. Observation splits into abilities that barely compare to each other: how far into the future you can see, how far away you can sense, how well you adapt mid-combat, and how precisely you can read intent. Enel has the greatest raw range on record and is simultaneously beaten by an opponent throwing attacks with no intention behind them. A single ordered list would hide that, so we are not making one. The groups below sort characters by the kind of record the story has published for them. They are not tiers, and the first group is not a claim that future sight beats range or intent reading.

Observation also has the least visible evidence of the three branches — the wiki's own framing notes that unlike Armament's blackening or Conqueror's ripple, Observation has almost no visual indication in the manga at all.

Future Vision, on record

The full evidence for each of these is in all future sight users in ONE PIECE.

  • Charlotte Katakuri — CHAPTER-REFERENCED · Confidence: Medium. Around chapter 860. The character through whom the story defines both the ability and its limits: it requires calm and focus, it can be lost under agitation, and it cannot tell you how to dodge what you see coming.
  • Scopper Gaban — CHAPTER-REFERENCED · Confidence: Medium. Shown a future in chapter 1149 before dropping his weapon and surrendering; how fully the chapter frames that vision as his is still open. He and Shanks also sensed an abnormal Haki across Elbaf on the day Harald was killed, fourteen years before the present (ch. 1152) — a sensing feat at extreme range.
  • Monkey D. Luffy — CHAPTER-REFERENCED · Confidence: Medium. Acquired over the Katakuri fight, around chapter 894 — the case that shows the ability can be learned.
  • Shanks — CHAPTER-REFERENCED here; read directly for our future sight piece · Confidence: Medium. Sees Kid's attack causing heavy damage in chapter 1079 and intervenes before it happens, so the future he saw is changed.
  • Kaido — CHAPTER-REFERENCED here; read directly for our future sight piece · Confidence: Medium. States in chapter 1042 that Luffy is not the only one who can see the future. That establishes the ability; no scene shows him using it, which is why the package table shows it without counting it.

Other Observation records, no Future Vision on record

  • Silvers Rayleigh — CHAPTER-REFERENCED · Confidence: Medium. The in-story explainer of what Future Vision is, which is not the same as being shown using it.
  • Enel — CHAPTER-REFERENCED · Confidence: Low-Med. The greatest sensing range demonstrated by anyone: he tracked movements and conversations across the whole of Skypiea. Also the clearest illustration of the branch's limit, since intent is what Observation reads, and unintentional action is invisible to it.
  • Loki — CHAPTER-REFERENCED · Confidence: Low-Med. Identified Imu as the source of the Haki reaching down into the Underworld (ch. 1177).

Confirmed, insufficiently measured

  • Roger, Garp, Zoro, Sanji and most top-tier fighters. All confirmed users; almost none with a feat that can be compared against another.

If this section looks thin next to the other three, that is the honest shape of the evidence rather than a gap in the research.

Imu is a special case, and needs to be

There is a fast-growing 2026 take — several outlets are now running it as a headline — that Imu has dethroned Shanks as the most powerful Haki user in the series. It is worth taking seriously and it is worth separating carefully, because Imu produces an enormous number of supernatural effects and most of them are never presented as Haki.

Imu's abilities sorted into three stacked bands. The top band, confirmed Haki, holds the Supreme King Haki blast in chapter 1150 and the Abyss that emanates Supreme King Haki in chapter 1179. The middle band, observed but unnamed, holds the blackened arms of the second form in chapter 1191 and the named blades those arms wield in chapter 1192. The bottom band, not presented as Haki, holds the covenants, the demon transformations, the magic circles, the summoned weapons and the grimoire.

Confirmed Haki. In chapter 1150 Imu releases a blast of Supreme King Haki. In chapter 1179 the Abyss Imu travels through is explicitly described as emanating Supreme King Haki. In chapters 1177 and 1181, other characters — Loki from the Underworld, Luffy at the school — identify Imu's power specifically as Haki they can sense. This is real and it puts Imu on the possession table above.

Observed, but not identified. The second form in chapter 1191 has fully blackened arms. It looks like Armament Haki. It is not named as Armament Haki, so we are not counting it as one, and neither should any ranking that wants to stay honest for more than two chapters.

Chapter 1192 — what is on the page. (PRIMARY — MANGA VERIFIED.) Those same arms turn up wielding named blades — 混沌剣 Tōfū and 虚無剣 Bōfū, combining into the shield 空虚の盾 Tōfū-wa-Bōfū. The blackness is drawn continuously across the arms and the weapons. The chapter does not name any of it as Haki, of any colour.

What we take from that. (ANALYSIS — our reading, not a statement in the chapter.) There is now a second available explanation for the black — a weapon effect rather than hardened skin — and the chapter confirms neither. That is the point this article rests on: a black visual effect does not on its own identify which Haki produced it. We broke the weapons down in Luffy and Loki Break Imu’s New Shield in ONE PIECE 1192 and the naming in What Imu’s “Tohu” and “Bohu” Swords Really Mean.

Not presented as Haki at all. The Shallows Covenant. The demon transformations inflicted on Dorry, Brogy and Rocks. The magic circles, the summoned cannons and shotguns, the grimoire, the Abyss Circle, the regeneration. These are the abilities that make Imu terrifying, and none of them are Haki.

The same separation applies one rank down the World Government: we had to do it for the Five Elders too, in Strongest Five Elders in ONE PIECE, Ranked, where immortality and attack output kept getting merged into a single figure.

Strip the third layer away and the picture changes. Imu's clearest Conqueror's Haki showing is a blast that knocks out the children and some of the giants — but not all of them (ch. 1150). That is a good crowd result. It is not a better crowd result than several characters on the tables above, and it is a long way from the standard Shanks set at Marineford.

So our position is narrow and stated as such:

Imu may rank extremely high by demonstrated Haki pressure, but not every blackened or supernatural effect shown by Imu is confirmed as Haki. On the Haki-specific record alone, Imu does not displace Roger, Rocks or Shanks.

Garp answers that Rocks countered with his own, and the two cancelled out. Garp then confirms that Conqueror's infusion can raise defence as well as boost attacks. They pour everything remaining into one attack and Rocks goes down — and it knocks both of them out from exhaustion.
  5. Ch. 1166Garling's kill, in contextRocks has already been beaten unconscious and reverted to normal by Roger and Garp. Garling, Sommers and Maffey then approach him and Garling kills him. The kill is real. The condition of the target is also real, and most rankings quote only the first half.
  6. Ch. 1170The weakness of the Knights of GodGaban tells Shanks that the one thing the Knights of God are weak to is Supreme King Haki put into an attack — the wounds hurt, recovery slows badly, and repeated hits can take them out of the fight — and gives the reason: in the Roger Pirates era the Knights kept coming to take Shanks back, and Gaban cut them up and sent them back each time. Shanks replies that someone called Sommers had said as much. The feat is Gaban's. Loki's Conqueror's Haki is confirmed in the same chapter, and his finishing strike on Harald is infused with it.
  7. Ch. 1190Gaban names a techniqueKamudo — a blast of Supreme King Haki heavy enough that Imu has to block it with the Axe of Xingtian and Honebami Toshiro at the same time, and it still shears the branch he is standing on. One-armed, at his age, in the present day.

The Rayleigh claim everybody is repeating

One correction that matters more than its size, because it is being reported as fact across the SERP.

Multiple 2026 articles state that Oda officially confirmed Rayleigh as an advanced Conqueror's Haki user in chapter 1161, during the God Valley flashback.

Chapter 1161 does not say that. What it shows is Sommers preparing to kill Shakky, and Rayleigh arriving and blowing him away. No Haki type is named. No technique is named. There is no statement from Oda attached to it anywhere in the chapter.

What does exist is a chapter-referenced source that classifies Rayleigh among the characters seen infusing Supreme King Haki. So the claim is not baseless — it is over-titled. A secondary classification is being reported as an authorial confirmation, and those are different tiers.

We mark Rayleigh's infusion SECONDARY CLASSIFICATION: enough to record next to the infusion table, not enough to rank him on it, and nowhere near enough to attribute to Oda. That is a deliberately weaker label than the one we give Zoro, whose infusion is tied to a specific attack in a specific chapter and corroborated by an in-story naming in chapter 1152. Rayleigh has the classification without the panel; Zoro has both.

The distinction matters because of what Rayleigh himself says about this Haki: it can be controlled but cannot be trained to become stronger directly, because it is the embodiment of the user's spirit and only grows as the person does. That is the closest thing the series has to a rule for ranking Conqueror's Haki, and it is a statement about the person, not a technique you can audit frame by frame.

Who is the strongest Haki user in ONE PIECE? By demonstrated breadth, Luffy — he is the only character with a counted application in all three branches, and the only one with all four: emission, internal destruction, Future Vision and Conqueror's infusion. Seven characters share second with two each. By single-branch output, the honest answers are different: Roger and Rocks tie in Conqueror's Haki, and Rayleigh and Luffy share first in Armament.

Is Shanks the strongest Haki user? Shanks has the most conclusive single Conqueror's infusion technique in the series, and his Future Vision is on the page in chapter 1079. He shares second on our package table, behind Luffy alone, because no emission or internal destruction has been shown for him — which is a gap in the record rather than a verdict.

What is the strongest type of Haki? The story does not rank the three types against each other. What it does is give two of them stated jobs: chapters 1152 and 1170 establish Conqueror's Haki as the specific counter to the Knights of God, and chapter 1165 has Roger telling Garp that Armament Haki counteracts Devil Fruit powers. Those are different jobs, not a ranking.

Does Zoro have advanced Conqueror's Haki? (Chapter by chapter, the full record is in does Zoro have Conqueror's Haki?) Three separate things are on record: he infused it into his swords without realising it (ch. 1033), applied it in combat against King (ch. 1035), and had the possession stated outright by Gaban (ch. 1152). What he does not yet have is conscious control — Gaban tells him so directly, and in 1152 Zoro did not know he had it at all. Chapter 1193 has him fighting to a stated requirement for a Conqueror-coated blade and attempting it against Sommers, which is setup rather than proof: Sommers survived it with his heart not shown destroyed, the chapter shows no conscious infusion, and it does not identify which part of the condition went unmet. Chapter 1194 adds one strike that Sommers identifies as coated — it hits a ship, not him — and then shows Zoro unable to reproduce it on demand, which is the same gap in conscious control. The Egghead Vivre Card lists two Haki types for him, which makes the supplementary listing incomplete rather than the chapters wrong.

Why is Mihawk not on the Armament table? Because he has no published demonstration of emission or internal destruction, which are the two documented Armament applications this list counts. That is a limitation of the record, not a claim that he is a weak Armament user.

Is Imu the strongest Haki user now? Imu's confirmed Haki is real but narrower than the character's presence suggests, and the covenants, demon transformations and summoned weapons are never presented as Haki. Imu is also absent from the published Conqueror's infusion roster. On the Haki-specific record, no.

Can Sanji use Conqueror's Haki? Not yet. Chapter 1187 establishes he has the potential to awaken it. Potential is not possession, and we are waiting for the page.

What is Ryuo? Wano Country's name for Armament Haki itself, founded on the concept of inner flow. It is not a synonym for internal destruction, and it is not a fourth type of Haki.

What would change these rankings

  • Mihawk demonstrates emission or internal destruction. He enters the Armament table immediately.
  • The Black Blade is explicitly tied to emission or internal destruction. Same effect, and it would also add every Black Blade wielder at once.
  • Rayleigh demonstrates Future Vision. He gains a second branch and moves to second on the package table on his own, with three counted applications.
  • Rayleigh's Conqueror's infusion is named on the page. The SECONDARY CLASSIFICATION label comes off, he enters the ranked infusion table, it starts counting on the package table — second on his own — and the Oda attribution finally becomes accurate.
  • Anything separates Rayleigh and Luffy on internal destruction. The Armament tie breaks.
  • Imu is shown with a counted application. Blackened arms identified as Armament Haki would put Armament on the record but would not by themselves be a counted application; a published emission, internal destruction, Future Vision or infusion would place Imu on the package table.
  • Kaido is shown using Future Vision. It starts counting, and he moves to second on the package table on his own, covering all three branches.
  • Roger or Kaido demonstrates internal destruction. He joins Rayleigh and Luffy in the shared first place on the Armament table and moves to second on his own on the package table.

  • Zoro reproduces Conqueror's infusion consciously. Set up but not shown as of chapter 1194 — he is fighting to a stated Conqueror-coated-blade requirement, and in 1194 lands one strike his opponent identifies as coated, then cannot reproduce it on demand. A confirmed conscious reproduction moves him out of the unsettled marking and up several places on the infusion table; his package count does not change.
  • Sanji awakens Conqueror's Haki. He enters both Conqueror's tables.

Our call

The interesting thing about refusing to rank on reputation is how much it rearranges.

Rayleigh finishes above Roger in Armament, and ninth on the package table, because his whole counted record sits in one branch. Sentomaru and Koby share a place with Whitebeard and Kaido on the Armament table. Mihawk does not place at all. Rocks shares first place with Roger in Conqueror's on the strength of one panel where their Haki cancels. Seven characters share second on completeness, and Kaido shares that place rather than holding it alone only because his Future Vision is a line of dialogue rather than a scene. Imu, who is currently being written up as the new strongest Haki user in the series, does not place on the package table and does not appear on the infusion table at all — because once you remove the covenants and the demons and the grimoire, what remains is a crowd-clearing blast that did not clear the whole crowd.

And Luffy takes first place on completeness rather than on power, which is the only claim the evidence actually supports.

None of that is contrarianism for its own sake. It is what you get when the gate is a published demonstration of a specific named application, the applications are counted rather than stacked, and the gate stays shut for everyone who has not cleared it.

  • 26 September 2026 — Rayleigh moved out of the ranked Conqueror's infusion table into a separate Secondary classification — not ranked row, so that a secondary classification is never used as ranking evidence anywhere on the page; the entries below him each move up one place (Luffy 7 → 6, Whitebeard 8 → 7, Kaido and Big Mom 9= → 8=, Loki 11 → 10, Zoro 12 → 11, Yamato 13 → 12). Kaido and Big Mom, who left the story in the same circumstances, now carry the same status on every table: Fate unconfirmed.
  • 28 September 2026 — Brought current through chapter 1194, read directly. No placement changed on any of the four tables. Zoro: Sommers says the 1193 strike reached his heart uncoated; Zoro lands one strike in 1194 that Sommers identifies as coated, which hits a ship rather than Sommers, and cannot reproduce it on demand; the final strike's result is not shown. That is not a conscious, repeatable demonstration, so he stays at eleven on the infusion table, still marked unsettled, and his package count is unchanged. 1194 is now the third directly-read chapter on this page.
  • 5 October 2026 — Correction to the 28 September entry and Zoro's 1194 line: a full-resolution re-read of chapter 1194 p.85 shows no strike on the last page — Zoro is in a three-sword stance with black lightning-like effects drawn around it. No placement changes.
  • 5 October 2026 (second revision) — Corrected a misattribution from chapter 1170. The feat of repeatedly driving off the Knights of God who came for the young Shanks is Gaban's, not Shanks'; Shanks only replies that Sommers had said as much. Several independent chapter summaries agree. Re-scored the Conqueror's infusion table on the existing metric: Gaban now has a repeated showing against covenant-immortal opponents on top of Kamudo, so he moves to fourth and Shanks, on Divine Departure, to fifth. No other placement moves, and the package table is unchanged (Shanks' infusion was already counted through Divine Departure). The ch. 1170 timeline entry and the FAQ line were corrected to match.
