A large share of Japanese character merchandise is never sold internationally, not because of licensing but because of how it is distributed: prize machines, single chains, single campaigns, single regions.
Prize figures
Not sold at retail at all. Quality has risen sharply, and they routinely beat retail figures at several times the price.
Chain exclusives
Tied to one retailer, usually with a purchase condition attached, usually gone within two weeks.
Regional exclusives
Airport, station and prefecture-limited goods. The most interesting category and the hardest to buy remotely.
How to actually get them
Timing matters more than money. These sell out on a schedule, and the schedule is published in Japanese.
What to avoid
Anything described as an exclusive with no campaign page behind it. That is the most common way counterfeits are sold to international buyers.
